Roads is not just for consumers. There so many wide-reaching benefits. Biggest benefit is logistics. Imagine a food produce truck took 24 hours by road from delhi to mumbai with a large portion spoiled or damaged on the way due to time and road quality. If this instead comes down to 12 hours, first, how much transportation cost will be reduced, paying for half the petrol. How much food will be saved, how will this translate to reduced prices for customers which means greater savings for them that they can use elsewhere especially for the poor.
Less fuel, means lower fuel imports which has a significant impact on country's trade balance and carbon emissions. Even for private vehicles, with tolls, it's still cheaper and much faster and convenient.
Routes and businesses that were not profitable before due to high logistics costs become profitable with lower costs and can expand raising overall economic activity.
Companies using these roads to transport goods for exports can make exports cheaper and more competitive as logistics cost drops in total cost price. This extra money can be used to invest in increasing capacity and employment.
People who live further out from the city, due to expressways can reach quicker and take employment in these cities boosting activity.
Since people can reach quicker, they don't need to live in city centre which can help decongest cities, and boost real estate along the expressway route as people can live further out. This translates to construction increase, employment.
and on and on and on.
How much does all this increase govt's tax collection, that they can spend on rural benefit schemes that can improve lives.
Anyone who thinks bike paths instead of roads are the solution is uneducated, has likely not even started education, nor know the D in Development. There are so many things to understand first about economics, policy-making, logistics and nation building and how countries develop.

50,000 KM is very less for India. China have already build over 1.5 Lakh KM. China have larger land mass so they have longer network but then too for a developing country like India 50k is a very small target and less can be achieved from it. Atleast 1lakh KM should be the target connecting all Tier1 and Tier2 countries with Expressways and Tier 3 countries with NH.
