Because this look of Tanya was originally suppoused to be Kitana, but was changed into to create Tanya due to the devs thinking that there was already many returning characters in MK4 so they changed the palette to make Tanya ... you can see how Kitana was suppoused to look in Liu Kangs ending from this game , using the original design.
