Something wrong with bureau of immigration dealing with foreigners visa duration of stay. There should be a red flag of foreigners when visa expires and no record of exit.
Thats the problem because the BI in their computer base knows that it has expired but they wait until the person appears in a complaint or at the airport, they don't proactivitly go to look for the illegals at this point, 30 years ago the forgeniors just paid at the airport to leave and this money the fines were never officially accounted for, so working at the BI was a lucrative job where everyone received a piece of the pie.

The BI "did not receive a copy of the report", will "not release details" of the defendant, and basically is "still investigating". Galing, no? This spokesperson is passing the buck as usual, admitting that it's too easy for these Chinese to hide "under the radar". Walang coordination ang mga ahensya, kanya kanyang kapalpakan.

The legislative branch should create a law to deter this from happening like if the foreigner caught holding fake documents they should be jailed for 20 years or more not deported.

The BI is not doing its job in monitoring these chinese nationals with student and tourist visas. Otherwise they should have been apprehended and not being able to secure birth certificates. The BI personnel are not performing due diligence in their job of letting these Chinese nationals stay in the country. They could be in the thousands now residing in the country illegally with unchecked visa status. Nobody knows.
It is not more than immigration / it is always the immigration. If Chinese national entered for with tourist visa for 30 days maximum and they did not extend their visa and they did not go out of the Philippines. Is that not alarm the BI?

i remember around 2018 0r 2019, may nakasabay akong group or family of chinese, pag daan sa immigration, isang papel lang ung binigay ng tsekwa e h dapat per person ung papel na fi-fill up pan, ung tsekwa umalis na lang kaht sinigawan ng IO, ung IO walang nagawa kundi pinaalis lng ung tsekwa.
Dahil din yan sa pagpayag ng pogo dito sa ating bansa noong 2019 maraming Chinese national na dumating dito sa ating bansa.
Matagal na yang modus na yan. Noong 1988 ay gusto kong magbyahe abroad pero nahihirapan dahil 20y lang. May fixer kaming binayaran ng P800 para kumuha ng ibang passport. Binigyan lang namin sila ng passport photo at sila na ang bahala sa fake birth certificate. May iba pang fake supporting document na ibinigay para magpapatunay na ako nga ang nasa passport. Mas matanda ang edad at may edad na hitsura

The monitoring
fficiency of BI is in question here. All incoming foreign travellers granted tourist, long tetm or other visa types can be easily collated upon entry and fed into a relational database sorted on date of entry, visa type and validity and departure dates. If say, the date of entry is 3 months, 6 months or 1 year ago already and no exit or departure dates are logged, it's already a red flag and set alerts should be raised. It's how other countries do it like Singapore. Now if those responsible for monitoring go slack, or BI petsonnel look the other way, for any reasion, it at this juncture that hocus-pocus happens until this become a massive problem like what is happening now. Sta cruz is a small municipality where everybody knows somebody kaya kung ikaw yong chinese na file ng late registration or may middleman k na nagfile ng late registration and sa daming tao nag file i guess ang head ng local civil registrar dapat ma alarma,, also pag nag file ka ng papeles sa isang government agency na may kulang sa document ay may hinihingi silang affidavit of 2 disinterestes person,, sino sino ang mga dis interested person na eto,, baka sa 200 na nag filw ng late registration ay same dis interested person ang kanilang ina attached so doon kung isa kang matinong local civil registrar ay dapat k rin kabahan or magduda,.
