I do NOT believe this. Washington has one of the largest, most loyal fan bases. They had a bigger season ticket wait list than the Packers a few years ago and nearly as long. I'm skeptical they are not wanted by their fans in that area.
You can pretty much get season tickets at the drop of a hat with them now. The stadium is now 25 or so years old and badly kept. The local governments don’t want to go into business with Snyder. If he was even remotely a decent human being or had any measure of goodwill in him, they would have a stadium site locked in by now whether it be in Arlington, at old RFK, or anywhere.
