Tbilisi mall is actually good. It was the first proper shopping mall about 10 years ago for us _ local people. I live nearby, so that it really shined. The downside of Tbilisi mall is, that they bring in mid and low end brands as high end. For example, US Polo and Massimo Dutti they put up as luxury brands. Would be awesome, if a luxury lover tourists and even locals would see genuinely luxury brand boutiques instead of blown up prices of low and mid-end brands.
