Compensatory Rest is not a kind of leave and Casual Leave is not covered in Leave Rules, then CL and CR can be combine with each other...
for example, My incharge booked me for duty on Saturday, and in lieu of performing duty on Saturday I'm availing CR on Monday than can I avail CL on Tuesday or vise-versa.

It's very shame and unique in this world specially in Indian railways that's pway supervisor and other supervisor SSE/JE have no provision of weekly off. This is the main cause of recently accident happened in Indian railways.Railway should change this British rules because how can it possible that a human being continued do his duty without no rest.
It's a totally unhumanic because present senerio it's not possible.

Sir Ji gateman ki duty 12 hrs hoti hai na koi OT milta hme btaye ki Hm ky kre
OT is admissible only when performed duty beyond roster hours. If employee is working in EI roster then he has to work 10/12 hrs daily as per roster without any OT.
Sir Ji hmare gate pr 1976 se 2021 tk duty roster 8 hrs thi or OT bhi milta tha ab Roster 12 hrs ka aa gaya sir Ji aisa ho skta hai ky sir help me sir Ji
