Great video! I personally prefer to get Office Skill XP from breaking down unneeded Officer Skills. But just a tip for your process, send your fleets out to Reinforce, Assist, Ruins, and Exploring, before you start going through the Diligence Store and Docks, and they will have returned, by the time you're finished in the stores.

Hold it right there.... Did you equip your officers that do recruitment.... Then select your recruitment from factory and camp..... Once you have set recruitment..... You immediately switch back to Morgan( mobility recovery)?
Yep. Recruitment, Research, and Construction officers do not have to stay appointed during the entire time. They only take affect if they are appointed when you start, whatever they affect.
