Thank you! Tried as a crap for two days on home editon to turn on the remote access! I had to download the local group blablabla and it worked fine. But didn't work.... Becuause all I missed was the "net use" part. You saved me!

I know it's only partially using cmd, with the "shutdown -i" command, after which you'll get a pop-up screen to shut down a computer on your network. If you know the IP address of the computer you want to shut down, that's much easier than shown here.
