but you cant capitulate like japan by nuking the 2 cities. the game mechanics dont work like that
@@justgamer2143Japan get descision to unconditionally surrenders after get nukes 2 times, but to accept the descision, Japan must have 33 ships or how many I forgot

We make Bulgaria not join the Axis fully, this includes them not going to war. Historically Bulgaria did not fight really during the war besides the invasion of Greece.

Vichy wasn't in the axis and had a degree of "independance" even though it was more of a German puppet state.
I think the US even recognized Vichy France at the time
