if you want the panning to apply to the whole clip you dont, but for example if you want it to shake more at the beginning and less at the end you have to set amplitude keyframes to be higher at the start and lower at the end. if you want the panning to apply to all the videos in the whole project i recommend adding it to an adjustment layer

place an adjustment layer over your clip and add s_shake, s_flicker, and s_filmdamage to the adj layer and mess around with the settings! you’ll need the sapphire plugin for each effect :)
