Definitely. I think it's also the fact that she's not in situations where she's actively speaking it anymore. When Seán said "You're fluent in Japanese, that's really impressive", her response was "No, I'm not, not anymore". Her Japanese is still really strong, but I'm sure it was way different when she was actually living there and used the language freely and on the spot every day. Like you said, learning a new language requires a lot of practice and exposure, and keeping up fluency requires the same. I'm sure she'd be back to the fluency she used to have in just a little while if she was more exposed to it and used it more actively again :)
