Cylinder liners have a tolerance for fit. Each OE sets the recommended tolerance for their engines. I’ve dealt with Detroit Diesel, CAT, Cummins and Perkins. When rebuilding the engine, 1-2 hundredths of a millimeter can affect the fact that the engine runs 10k or 200k before the next repair, these hundredths of millimeters are measured with special high-precision instruments, and not by eye, the plane of the short block is flattened with the sewing of a special machine or a bar with a length of at least wide short block, not a 4-inch bar and everything we see in this video is not a rebuild, this is a joke.

Dry liners in Diesel engines are NEVER interference fit because they ALL have liner installed height. HOW would you set liner installed height on an interference fit sleeve? I have machined Detroit, CAT, Navistar, Perkins, Ford, Onan and Deutz-Allis Diesel engines. CAT, Detroit and Perkins diesels utilize dry cylinder liners; ALL require a positive clearance on the liner wall along with liner installed height. How many engines have you machined? Sadly from 2030 on all combustion cars including classics will be banned
from public streets in entire EU and Scandinavia :-( In Germany the
Green Peoples Party gave order to shorten fuel supply from 2025 on by
reducing all conventional fuel stations to only one state operated
central gas station per city or county. Now they even want to slow down
all the gas pumps from 20 litre per minute to 2 litre per minute...From
2027 on in the EU certain car spare parts will be banned too....as
exhaust systems, turbo chargers and even some engine and gearbox
oils...California and New York will do the same from 2027 on.... So no
investments should be done in oil burning cars any longer....They even
created a new kind of crime here, called emissions and smoke crime. Called Bundesabgasbespaßungsverordnung in German.... :-(

Germany if what you say is true there is no green party there. Follow the money & you will see a new cartel trying to replace the old. Challenge any green freak to the fact that in the ice age it melted before we burned fossil fuels. Meaning the planet will eventually die through it's life cycle. Even if we stop using fossil fuels. Shipping the airline industry truck drivers electric can't replace any of that. Power & control is easier when the people have no access to there own vehicle. Add covid 19 you think people will trust public transit??? Not me I don't believe any government in any country will figure out the energy crisis.

Well all the batteries have nasty chemicals and so do solar panels. The Environmentalists all ride horses do they not? They all use modern technology to increase their holdings . We all must become as we were in the 1800's with sewage in the streets from horses and smoke in the air from burning garbage. People will rebel!
