VVTi 1UZFE Lexus LS400 too RUSTY to save or is it? Could not pass this price up too good to be true

1998-2000 Lexus LS400 were by far the most sought after and best renditions. Quick search online revealed only TWO engines available in the entire state of Wisconsin and Illinois.
Should I swap in a new engine and get this thing running at least? Part out the current engine? Hope that someone buys the entire car and saves it from the crusher?

Not worth saving - not road worthy. Too far gone
Part out anything that's good on it, and get rid of the frame. It's not safe
Not worth putting a good motor in this one. Better to let that save another car that needs it and is still in one piece
