How can I find out more about MSRS scholarship?

    • @VADisabilityGroup

Thanks for the question. Here’s some insight:
The Military Service Recognition Scholarship (MSRS) is a financial aid program in New York State that provides educational assistance to children, spouses, and financial dependents of veterans who were disabled or killed while serving in the US Armed Forces or the state organized militia.
To be eligible for the MSRS scholarship, the veteran must have been a New York State resident at the time of their disability or death, and the disability must have been severe and permanent. Eligible dependents can use the scholarship to attend undergraduate or graduate programs at approved institutions in New York State.
Our understanding is that you can't apply for the MSRS scholarship directly through a single application portal. The application process involves multiple steps handled by different entities:
      * Eligibility Confirmation: Check your eligibility requirements with the New York State Higher Education Services Corporation (HESC).
      * Web Supplement: Submit the online Military Service Recognition Scholarship Web Supplement on the HESC website.
      * Required Documentation: Submit necessary documents along with the signed confirmation page to the designated address provided by HESC.
      * HESC Account: Upon eligibility verification, you'll receive an account number from HESC.
      * FAFSA & TAP Applications (Current NYS Residents): Apply for the Free Application for Federal Student Aid (FAFSA) and the Tuition Assistance Program (TAP) on the HESC website by the May 1st deadline to request payment.
There isn't a dedicated website solely for the MSRS scholarship. However, you can find information about the program on the New York State Higher Education Services Corporation (HESC) website: www.hesc.ny.gov/
      Good luck!

Question, I'm a 100% permanent & totally Disabled Veteran and am looking to buy a home in New Rochelle NY, or Mamaroneck NY. I served from 1993 to 2003 during the Gulf War. Do I still have to pay property taxes or is it just a portion of taxes that are exempted?

    • @VADisabilityGroup
      @VADisabilityGroup  Před měsícem +1

Thanks for the question. Here's a loaded answer that addresses state and individual city benefits. Hopefully this helps:
As of right now (May 2024), there is no statewide property tax exemption in New York specifically for 100% permanent and totally disabled veterans. However, there are several bills under consideration (S2028, A2965) that would establish such an exemption.
Currently, New York offers three types of property tax exemptions for veterans:
      * **Alternative Veterans Exemption:** This is the most common exemption and offers a reduction in assessed value based on wartime service and disability rating. 100% disabled veterans would qualify for the maximum reduction under this exemption.
      * **Eligible Funds Exemption:** This exemption applies to property purchased with certain funds (pension, bonus, insurance) related to military service.
      * **Cold War Veterans Exemption:** This is similar to the Alternative Veterans Exemption but applies to veterans who served during the Cold War era.
Additionally, some localities within New York may offer their own exemptions for disabled veterans.
**Important Note:** Even if a statewide exemption for 100% disabled veterans is not yet in place, it's crucial to check with your local assessor's office, as they can provide the most accurate and up-to-date information on any exemptions you may qualify for.
You can find more information on the New York State Department of Veteran Services website: [veterans.ny.gov/property-tax-exemptions-veterans](veterans.ny.gov/property-tax-exemptions-veterans)
      ______________________________________
New Rochelle does not currently have a specific property tax exemption for 100% permanent and totally disabled veterans. However, they do offer the following exemptions that may be applicable:
      * **Alternative Veterans Exemption:** This provides a reduction in assessed value based on wartime service and disability rating. 100% disabled veterans would qualify for the maximum reduction.
      * **Cold War Veterans Exemption:** Similar to the Alternative Veterans Exemption, this applies to veterans who served during the Cold War.
You can find the applications and requirements for these exemptions on the New Rochelle city website: [newrochelleny.com/653/Exemption-Applications-and-Requirements](newrochelleny.com/653/Exemption-Applications-and-Requirements)
It's important to note that while there isn't a specific exemption for 100% disabled veterans, the maximum reduction under the Alternative Veterans Exemption may offer substantial relief. It's always best to consult with the New Rochelle assessor's office for the most accurate and personalized information.
      ______________________________________
Mamaroneck, similar to other locations in New York, does not currently have a specific property tax exemption exclusively for 100% permanent and totally disabled veterans. However, they do offer the standard New York State exemptions that can benefit disabled veterans:
      1. **Alternative Veterans Exemption:** This exemption provides a reduction in the assessed value of a property based on the veteran's wartime service and disability rating. Veterans with a 100% disability rating would be eligible for the maximum reduction under this exemption.
      2. **Cold War Veterans Exemption:** This exemption is similar to the Alternative Veterans Exemption, but it specifically applies to veterans who served during the Cold War era.
While there is no specific exemption tailored for 100% disabled veterans in Mamaroneck, the Alternative Veterans Exemption can offer significant tax relief. To determine eligibility and apply for these exemptions, it is best to contact the Mamaroneck Assessor's Office directly. They can provide the most accurate and up-to-date information regarding the application process and any specific requirements.
You can find the contact information for the Mamaroneck Assessor's Office on the Town of Mamaroneck website:

      I hope this helps!

@VADisabilityGroup Wow, that's a book, thank you for that. I served from 1993-2003 which was during the Gulf War. I'll make some calls to find out how much the exemption is. From what I see there are not many Disabled Veterans living in New York just for this reason. Many of them moved to the Southern states for tax benefits. I planned to buy a home in or around New Rochelle where I grew up but we will see. I thank you for all of your research and knowledge you bring.

Veterans in New York state may be eligible for property tax exemptions to reduce their tax burden. There are three different exemptions available:
      * Alternative Veterans' Exemption: This exemption is for veterans who served during a wartime period or received an expeditionary medal. It applies to the primary residence of the veteran.
      * Eligible Funds Exemption: This exemption is for veterans who used "eligible funds," such as pensions or bonuses, to purchase their property. The property does not have to be the primary residence of the veteran.
      * Cold War Veterans' Exemption: This exemption is for veterans who served during the Cold War period. Not all counties and municipalities offer this exemption, so it's important to check with your local assessor.
To apply for a veteran's property tax exemption, you'll need to contact your local assessor's office. The deadline to apply is typically March 1st, but it's always best to check with your assessor to confirm.

@@VADisabilityGroup one must live before one experience death. What benefit is great when you’re not around to enjoy it. These benefits seem so primitive. You lived to serve yet never appreciated. The life of a Veteran. So sad
