The transmitting radio only plays beeps to alert that you have sent Emergency traffic. The receiving radios can be set to play the emergency tone. You can look up "Motorola emergency tone" or "evacuation tone".
I agree it's too expensive but they did that because people used to buy the radios and listen in all the time which was harmless until some hooligans found out how to transmit and had the privilege taken from everyone who isn't part of an organization paying to operate them 😕
