1080p is fine, the problem causing him to lag in video games are he doesn't lock his framerates and always putting 360hz refresh rate on default.
Even tho he could run 240fps, it will looks shit on 360hz monitor. Always match ur FPS with the refresh rate. It will be much better visually to lock ur fps in 60fps or 120fps with 60hz or 120hz on ur refresh rate. The PC and monitor will sync harmoniously if u match them fps/hz. Less heat and power consumption too. And u can run higher settings without worrying fps drop. Unless u plan to play high competitive games like CS, Overwatch, Valorant or whatever, then uncap the fps with 360hz monitor since most comp games supports 360fps or beyond. For regular ass cadual games, 60fps will do just fine.
60 fps on 60hz monitor will so much better compared too 200+ fps with uncmatched refesh rate because the monitor will have hard times trying to catch up with ur fps, causing it too produce tearing, lag, stutter, etc.
Don't forget about background apps too (in talking about the disgusting Chrome browser), i9 won't mean shit because Windows automatically will try to balance CPU usage between running background apps and the game, they will not use all the 32 cores even thou you needed it (unless u want to tweak it, but let's say u don't want to the hassle).
32 cores only triggered when u re using let's say huge rendering software for 3d modeling, mining, coding stuff like that. That's why many enthusiast said u don't really need i9 and 4090 because its beyond overkill. You wouldn't get all the benefits of the money you spent on them if you only playing video games and stream.

1080p 4090 is the definition of ignorance. Unless targeting 240 or 360Hz. You could easily get away with the i5-14600K/13600K paired with a RTX 4060Ti. Otherwise, it's just wasted performance/cost in most titles. I say this for people who aren't millionaires btw.

Not really, it's fine to run 2 different monitors at different refresh rate unless Ur using a 3 monitor setup that stretches the content your using it for across all 3 monitors

nah this only mattered like 20 yrs ago, with deferred rendering and modern gpus this stuff doesn't matter at all. it won't change ur responsiveness whatsoever having multiple refresh rates being driven by the same GPU.
with an adaptive sync primary monitor and an even remotely new (last 5 years) GPU and driver, there is zero difference.
I heard running two of the same monitors in same refresh rate takes away the ability to use GSync tho?
