I'm Chinese, and I'm sorry to say that I can't understand why whether a country is safe or not is a topic of discussion.
Isn't this the most basic security that a government needs to provide for its citizens? I am hungry in the early hours of the morning, I don't want to order takeaway, I don't want to cook for myself, so I want to go out on the street and find a snack to eat, this is my freedom, and the government has to safeguard it.
And in order to get this protection, as citizens we are also obliged to uphold it. This is the tacit understanding between the people and the government in Chinese society. Of course, the same is true anywhere else, you want a better living environment for survival, individuals need to persist in their efforts to create it, the government also has the responsibility and obligation to create all external conditions for citizens to achieve this goal ......

Human beings all have dark and bright side. It's in everybody's interest to encourage the bright side and discourage the dark side. In a society of which profit-driven, dark side is often being exploited for personal or political party's short term gain, such as the United States(financial speculation, legalization of narcotics, gun sales for profits...etc). There is no magic in today's low crime rate in China. The economic situation basically improving, people just don't need to steal to survive. Another important key factor is the Chinese government's decision on adopting new technology to solve crimes. When you're close to 100% being caught after committing a crime, why bother.

To be honest, if money falls to the ground, it will still be picked up. It's not that exaggerated because money can be used directly. Items like phones and computers have passwords and are valuable. If the police check the surveillance footage and catch you, you will be sent to jail.

When I hear the word safety I think more about violent behavior. Getting mugged or robbed for example. Even in poor countries most people will react the same way when somebody leaves something behind. I've experienced it many times, on both ends.
