Without adding any initiative/concern initiative it is very rng dependent
Rules: If I want to buy an initiative, I must spin the wheel in the appropriate tab
The category of initiative that the spinner landed on must be purchased next
If this type of initiative is not available to me, I may reroll the wheel
Discussions and Coalition Soldier 1 are exempt (the former would make things annoying to reroll and the latter because its the only thing that can be purchased = more rerolling)
