The modern Russian navy serves as the water-based arm of the Russian Armed Forces and descends from the Soviet Navy, incorporating the vast majority of the former USSR's forces and equipment. Traditionally, the Navy has been divided into four operational areas: the North Sea Fleet, the Black Sea Fleet, the Baltic Fleet, and the Pacific Fleet. The Russian Navy has suffered severely with the collapse of the Soviet Union due to insufficient maintenance, lack of funding and subsequent effects on the training of personnel and timely replacement of equipment. Another setback was attributed to the USSR's domestic shipbuilding industry - which declined rapidly after the events of 1991 due to most of its facilities and resources being located in the former Ukrainian SSR. Some analysts have even argued that because of this separation, Russia's naval capabilities today face a slow, yet inevitable "collapse".
