This looks really cool. What was the reson to animate the characters with a lower framerate then the rest of the animation?
Simplicity is the theme I assume.
It is mainly an art style. For me, it reminds me a bit on stop-motion, but it also helps to highlight the characters a bit, by separating it from the rest of the scene.
