No, tahiyatul masjid is based on hadith, do not sit in masjid without praying 2 rakat first. That 2 rakat can be nafil (tahiyatul masjid) or sunnah. If you are not sitting and directly joining Fard prayer, then it is not required.

It is not the matter of Indian sub continent but the fiqh hanafi fiqh allows to pray 2 rakat sunnah first if you are sure that could join fardh later on. It is totally issue of fiqh make it clear.
Where it is written that it is allowed in hanafi?

So, the same goes for Zuhr, right? If i join when the congregation has risen in Zuhr, i can pray the sunnah prayer after prayingthe fard prayers in zuhr, right?
