I actually think he hadn't watched it before but normally it seems like he's the one who makes these powerpoints. It's not like they would've had Tobi make one because Simon wasn't able to be there, more likely they just let Tobi present a powerpoint that Simon made. It is definitely a put-on reaction, which Simon does more often than not afaic. I find a lot of his videos hard to watch because it seems like he's putting on an over-enthusiastic front rather than just being real, especially compared to the other Sidemen. Like some Americanised CZcamsr trying to appeal to children and the lowest common denominator.

Well he us responsible for the second channel and he said thus video was already scheduled. I bet he reviewed a number of the links already but according to him, he has a small team working on games now and then he vets the final questions and setup.
So, most likely, many of these were already part of a previous vetting process from a whole ago so he has a vague memory of the answers. Imagine coming back to this link video like 1 or 2 months later. You won't remember every answer.
