Too much weight behind the centre of gravity, which im guessing is somewhere above the motor and below the fuel tank... without the rider onboard.
What might assist though, is a curved strong flexible beam with a smaller wheel attached to support the riders weight and provide comfort.
And a quieter exhaust.

Well there are unicyclists that pedal them to do mountain climbing. I've seen them with Free wheeling gears and disk breaks. Just matter of practice.
