Our Neighbours Still Don't Believe Their dogs Bark!

We have had hassles with this neighbour for years
He has no insight into how loud and long his dogs bark
We cannot go outside without them barking and can hear them inside the house
They are mainly a problem when he's not at home when they have free run of his back garden. They will often bark for 3 to 4 hours in the evening
Our council has not taken any action, and at a mediation meeting the owner just called us liars
