I have gone through this process now with my app. I got 20 people to opt in for 14 days and test the app. Google said testing was insufficient and said I had to do it again. So I did, it was denied again! I think there is cause for a class action suit here.

if i create a internal testing and used promote release option to closed testing alpha and got the link of closed testing immediately. does that mean i can share the closed testing links to my testers and wait for 14 days in order to get the production access?

You have to put in the (Closed Testing) section. This is the only way to test the application not for internal testing.
