Why are former CIA and FBI members going to work for Facebook/Instagram, Google/CZcams, Microsoft, Apple, Amazon, and vice versa?

There should be a $10,000 fine for no answers to questions. And $25,000 fines for not getting back to Senaters with information within 10 working days and public holidays are included, because they should have answers for the committee members. And $100,000 fines for intentional false information given during question times during senate committee meetings. This money goes to the committee members team that the answers were not given, for them to place into charity of their chosing.
