I have been trying to figure it out here in Indiana. I've had same conditions. Black and blue crawl has caught me a few fish last couple days.
Spinnerbaits and Jigs are the best for these conditions in my opinion and experience

Big blades make them rise more too
Yessir, so there are times that you need a heavier head 5/8-1 oz to get them to greater depths or to fish them faster
