13:47 No, that's not how it ever worked. When you're going to any website, ultimately what your computer is doing is just asking for some files from another computer. That other computer just sends you copies of the files you requested. If you edit those files, nothing will of course change on other computers, you'd need to replace the original file on the other computer with your modified file for that. All websites, web apps and web games are still ultimately just a bunch of files that your browser asks from a server and that displays and runs them. Developer tools that let you edit the source code of pages can not and could not ever modify the original because you never get the original, that's inherit to how internet works.
And regarding to what Parkzer was actually talking about I have no idea, I'm too young to have ever played Neopets.
I recommend you watch “I made a game show out of the world’s most toxic gamers”, it’s (in my opinion) his funniest video.
packet spoofing i believe means he was sending fake data to the site in order to get fake high scores and stuff
