I am assume that China and USA still have hostility between the two. Yes, they may have alliances against GLA but they are only doing their interests so after GLA fallen, China and USA became hostile to one of other for being world superpower.
This is true even in the official campaign, though this is generals challenge where every generals is an enemy, there isn't a single alliance in GC

By using scripts, it is not possible to make them land and stay manually in a gameplay without scripts or INI coding
