Just because it's designed to do 55mph doesn't mean you MUST always ride it at 55mph. Many cars on the road today are designed to do over 150mph too. But we don't drive at top speed everywhere. The Bugatti Chiron Supersport has a top speed of over 300mph.
You need to gear up like you're riding motorcycles for these fast scooters. I wear my thin alpinestars jacket and a carbon fiber helmet. The street air bag system you wear under the jacket is 1000$. They save so many life's in bike racing.

Cycling back from Leeds to Bradford the other week on the city connect cycle lane, I saw almost as many people out on their e-scooters as I did people riding bikes. This was in the middle of the day. Seems the cops don't really care. I say as long as people aren't speeding along the pavement on them and are wearing a helmet, leave them to it.
I like the look of these but too clunky. I get my Laotie Ti30 Landbreaker to 54 w/o a dampener. It has been a fun, economical purchase for my scooter needs.

You CAN pootle about at 10-15mph by just reducing your throttle. You don't have to travel at top speed all the time.
