The spot where he and the bike were almost swept in is a giant seawall which normally is several feet above the water surface. Make no mistake, that lake will drown you as fast or faster than any sea on earth.

What people viewing this don't know if they've never been on this stretch... is that the path is sloped... downward... towards the lake (obviously for drainage). Turns the path into one huge waterslide straight into the lake.

Michigan is actually rising in the north leaving more dry land up here in Traverse City and the level was down 13 inches up here last fall, may be causing higher levels in southern Lake Michigan.
