I love the big circle and left-justified text (Corporation for Public Broadcasting), the Nova openings with the explosion of a nova, and National Science Foundation in a Volcano (the NSF logo with the turning letters, flying streamers, and moving backdrop that looks like a real volcano).

Would anyone who reads this, please explain to me what the deal was with the "calling collect" bit?
Presuming you're referring to 7:24. Speaking from the context of the continental US, here's a loose explanation from a guy who was about 3 years old at the time.
For as far back as we care to remember, all domestic phone calls have been practically free-at least on most mobile phone plans. But not too far back, it cost the caller money to make a long-distance call (a call from one phone to a phone in an arbitrarily distant location); it would show up on the phone bill and was often charged by the minute. You wanted to keep long-distance calls to a minimum.
To encourage people to call their number from outside their area, it was possible for a company to set up a *toll-free* number, where a call to the number would charge the company being called rather than the person doing the calling. That would be the 1-800-xxx-xxxx number at the top. (Other numbers like 1-888-xxx-xxxx through 1-833-xxx-xxx have been added as number supplies were exhausted.)
It was also possible for anyone to make a *collect call* to anyone else. To do this, the caller would pick up the phone and dial the operator, then ask to make a collect call and give the phone number. The operator would call the other party and ask if they were willing to accept the charges. If not, the operator ended the call. If so, the other party would then be charged for the call (again, often by the minute) instead of the caller.
For whatever reason, the company (which is evidently Illinois-based) would rather accept a collect call than a toll-free call from viewers in Illinois and Alaska. It would possibly make sense that a collect call from the company's own state might charge at a better rate than a call to the toll-free number. Since they also mention Alaska, I'm guessing a collect call from Alaska also cost less, though I have no idea why.
(And since you didn't know about collect calling, let's also remember that it was a decent last resort for trying to call home on a pay phone if you didn't have any change on you, and that back in the mid to late '90s there was an all out war between the phone company's built-in dial 0 for operator and other companies like 1-800-COLLECT and 1-800-CALL-ATT for your consideration when making collect calls, particularly from pay phones. If you don't remember any of that, be grateful. :-) )
