You can ! if you want to upgrade the 2016 instance to 2019, you can use 2019 installer to upgrade (in place upgrade your instance, though i dont recommend that) and if the installer of 2019 is enterprise, this will automatically be upgraded to 2019. The setup I downloaded was core based license and it could be standard or enterprise based on key.
