How open-air drug markets in S.F.’s Tenderloin work

  • On the outskirts of a village in Honduras, emblems of San Francisco appear unexpectedly and often. New homes rise behind gates emblazoned with 49ers or Warriors logos.
    This is the Siria Valley. It is the hometown of a high concentration of people who, fleeing poverty and violence, migrate to San Francisco, where they wind up selling drugs. Reporter Megan Cassidy and photographer Gabrielle Lurie join host Cecilia Lei on the Fifth & Mission podcast to talk about their 18-month investigation into the inner workings of the city’s open-air drug markets.

    Drug dealers are drug dealers, the Hondurans drug dealers in SF are just another of the many groups throughout the U.S. that get supplied through other parties who can range from small to mid level drug suppliers. An example of this was the situation with the Flores brothers from Chicago. The Flores brothers' Father had built a relationship with the heavyweights of the Underworld in Sinaloa, Mexico. The Flores brothers along with their father worked with the Sinaloa Drug Cartel which allowed them to profit at inmense levels from the illict U.S. drug trade. Their business model was similar to Costco's since they would supply middlemen who would then supply others interested in profiting from narcotics. The use of middlemen pretty much was and still is what buffers drug traffickers like the Flores from many risks that come with the illicit drug trade. They simply supplied others who would then supply it from individuals to street gangs, or street retailers. If one really thinks about it, this business can also be seen like a pryamid where you have actual drug cartels and corrupt legitimate entities from government and enterprise at the top to the street drug dealers at the bottom, and in between small to mid level middlemen.
    All throughout the U.S. , Mexican Drug Cartels including in SF have been very successful for decades in dominating the U.S. drug trade because of people like the Flores brothers working large scale distribution. This has made a lot of sense since at the same time actual drug cartels don't have to worry about micromanaging numerous drug dealers, but just supplying lower wholesellers.
    This long ongoing drug problem isn't quite a simple thing, it involves many different people but the few strongest of them are definitely at the top making the MOST out of it. By just focusing on drug peddlers, one can easily ignore other powerful entities that play a much significant role in the constant flow of drugs in U.S. communities.

      If there aren’t drug dealers…people will huff paint, aerosols, nitrous out of whip cream, jimson weed(datura) that grows freely, ITS DEADLY tho, so don’t try. Mushrooms can be grown quite easily apparently.
      Drug dealers aren’t the root, they aren’t good, but aren’t the foundation to the problem.

    Hm. what I wonder about is the other cities in North America that are also flooded with the same drugs. Like, exactly the same. The same. Mix of Fentanyl and Xlylezine, and so forth. Do the drugs get made by the same people (such as Mexican cartels) and then sold to different gangs of different ethnic origins that dominate different cities/ Is there a village somewhere in Honduras or Guatemala or Mexico where houses are decorated with stuff that represents Vancouver, Portland, Seattle, New York, Chicago ,Nashville, Knoxville, Mobile Alabama, and so forth? Contrary to what some people would have you believe, this crisis is not, by any means, limited to San Francisco.

      My dad would say it’s bc they legalized marijuana first .. maybe.. took the money and didn’t look into how it could actually help people, or how to change the medical and punishment systems to help people. Im pro marijuana but wish more ppl would be responsible adults about using.

    If the government ever wants to get rid of the drug problem all they need do is make them all legal and available for purchase without a prescription at the pharmacy. If a Percocet is $0.02 at Walgreens who wants them? Junkies might but they won’t need to rob anyone or sit in prison. Make treatment available for those who want it. No money involved and the problem goes away

    Some days I really think about the validity and effectiveness of medieval torture to curb the drug problem. If dealing drugs might get you skinned alive, or supplying drugs might get you sent into an oubliette, would we still have a drug problem?

      No, more brutal punishment would not work and shows a misunderstanding of the situation. U.S. prisons are already brutal. What would work is cutting off demand for life-destroying drugs by improving quality of life and implenting truly effective treatment such as psychedelic therapy. You see from the report that a lot of people involved don't really want to be doing this,but have no other option, whether they're literally being forced at gunpoint, as Chesa Boudin claims, or figuratively due to lack of opportunity.
      I plan to read this whole report; props to the SF Chronicle for doing actual journalism.

      @@DarthHao To execute what exactly? And I didn't use the word understanding. I could support deporting people for selling fentanyl. San Francisco is targeted in large part because it's a sanctuary city. But still, as mentioned in the article- which you shoulduld read because it's really good- in one example a dealer who was deported got back into the country nine times. Our border enforcement is goofy; there's just too much money in the drug trade. Reduce demand through giving people hope and cutting edge treatment, I say that's the best bang for our buck. Allow people to use good drugs such as psychedelics, and we'll see the demand for sketchy drugs such as fentanyl and meth plummet.

      The current response to it has totally failed. The fact that 2,200 people have died in 3 years, most of whom are likely to be homeless (which is about 8,000 people in SF or so), is astonishing. You cannot respond to such dangerous drugs like Fentanyl by providing clean drug utensils. It has to be stamped down on.

    uh... I know the drug culture in SF from 1984 - 2005. Nobody is being forced to sell drugs. Clean & sober 18 years

    Visit Boston Massachusetts. The Dominicans and Puerto Ricans have cornered the drug market there. The Mexican economy depends quite a bit on remittances from drug trafficking in the U.S.

    We gotta give the Hondurans opportunities for becoming citizens and work…. They came to make money this is the truth no games….. but if they are apart of the tax system it’s better for us all…. Even if it puts a burden on us all because illegal cheap work will displace us either way and I’m not for illegal immigration but they are already here and determined…. This is what needs to be done as well as Jesus Christ evangelism for they do hear the word of the lord and listen….. and also they need help with breaking links from the most dangerous people who could harm the families back home….. really we should make the immigration knowledge based and less about the fee they need to pay in order to get in…. 10$ is like 200 pesos or some crap….. so a small charge to us of added 200$ is a lot for them……It should be more education based and where they become apart of the tax system…. This is the best opportunity for us all…. And as far as checks and balances we sadly can’t help as far as prosecutions to murders and the most heinous and violent crimes… while there is mercy that we can’t just ignore…. I’ve talked with Hondurans who would if they had the knowledge or a way without being sent back would become citizens….. sooner would I label corrupt leaders terrorists and dictators than people who are even more blind than the first man who leads them…. But if they both fall in the pit then let them fall…. For if you murder then blood shall be on your hands….. a hot shot is not ok not even to the poor and the lord won’t forget so therefore repent… repent and turn back….. 40$ may be 800 pesos but a soul has no value no not one the earth can determine for the king will be ignored and the poor man’s prayer shall be heard if one does not heed the council and words of the lord…… for the Honduran people I pray for you all I really do and have hope for South America….. I have hope for the lord is in the hearts of those who have came from afar… we cannot forget we are all sinners and we must show love even to those whom say they hate us or show it…. But blood shall be repaid with blood… be fore warned….     They are ALL from Honduras and they all live in houses and apartments in Oakland with other drug dealers. Every morning those houses/apts get a visit from a middle man who supplies them with whatever they need. Mostly crack and black tar heroin with some cocaine powder and some meth. The meth and pill markets are on different streets and generally separate from the coke and heroin dealers. The guys usually last 4 months max before they get busted. Unless it is their 3rd bust, they usually get out within a day or two on their own recognizance. Those are the facts, sadly.
    The only solution is legalization and taxation and tons of money for rehabilitation and education. Enforcement and penalty based approaches have been proven for decades now not to work at all. Full stop.

    The Honduran drug cartels set up home base in the mission and sell throughout the city. The Mexican cartels own Los Angles.

      No, they're just dealers or peddlers like any other group in the U.S. getting supplied from small to mid level drug suppliers. A cartel is much more significantly large, it is an association of manufactures or product/service providers to control prices and limit competition. It's because of the diversity in the drug business, Actual Mexican Drug Cartels have been very successful. They don't have to sell drugs directly to the public, they simply just supply other lower wholesalers who then take care of supplying it to different kinds of individuals or even groups. It's a very decentralized successful business and actual drug cartels along with corrupt legitimate entities such as from government and business have been long making the most out of the drug trade.
      However, the U. S. Should control this directly domestically. Having a no tolerance policy. I lived in the Tenderloin not so long ago, and I didn't tolerate people in front of my street apartment door doing or dealing drugs. Always, ran them out. It definitely worked for me instead of waiting for SFPD to arrive , and not get anything done.
