You can start with making and Express Entry profile- it costs nothing! And as long as you have worked for at least 1 year full time continuous paid work in last 10 years you are eligible to apply.
Your field is regulated in some provinces in Canada, but not all.
Find out, Is your profession regulated?
      www.cicic.ca/928/find_out_if_your_occupation_is_regulated_or_not.canada
And ECA can be done with various bodies - Check out this link for details about your field - www.cicic.ca/938/occupational_profile.canada?&id=58
I am guessing you NOC code will be either - 3211 - Medical laboratory technologists or 3212 - Medical laboratory technicians and pathologists' assistants.
You might have to consider PNP programs. For example, look at this link, Saskatchewan included NOC code 3211 in invitation in Nov 2020, Dec 2020 and Jan 2021 - www.canadim.com/immigrate/provincial-nominee-program/saskatchewan/occupations-in-demand/
