    1. Zoom in as Coleen Rowley is escorted into committee room by chairman
    2. Various of photographers crowding around Rowley seated in committee room
    3. Reverse of chairman calling for order
    4. UPSOUND: (English) Senator Patrick Leahy, Chairman Senate Committee
"I do want to welcome Special Agent Colleen M. Rowley from the FBI."
    5. SOUNDBITE (English) Coleen Rowley, FBI Special Agent
"The first thing I want to do is thank you for the opportunity to appear today. I never really anticipated this kind of impact when I wrote this letter to (FBI) Director Mueller two weeks ago."
    6. Back view of hearing
    7. SOUNDBITE (English) Coleen Rowley, FBI Special Agent
"And one of those things is I saw the new direction of the FBI perhaps, it was kind of hard to discern when it was first announced, but I thought I saw some impetus towards a little more additional bureaucracy and micro-managing from headquarters, and I wanted to point out to Director Mueller that that seemed to fly in the face of what we should have learned from September 11."
    8. SOUNDBITE (English) Coleen Rowley, FBI Special Agent (over reverse shot)
"We need that agility that Director Mueller was speaking of this morning, that agility and ability to quickly react, and I really see that as, if you get too top heavy with two many layers, he also mentioned that problem, that you are going to be stymied. I was encouraged by Director Mueller's testimony this morning because I think many of his ideas do seem to go in the right direction and actually are quite consistent with the various items I had in my letter to him."
    9. Side view of hearing
    10. Senator Patrick Leahy, Chairman Senate Judiciary Committee listening to Mueller
    11. SOUNDBITE: (English) Robert Mueller, FBI Director
"Just as we knew on September 11 that we had to find out who was responsible for this we also knew our charge had changed forever. An honest and comprehensive examination of the pre-September 11 FBI reflects an agency that must evolve that must change if our mission, our structure, our work force and our priorities are to revolve around the one central paramount premise of preventing the next attack."
    12. Back view of Mueller testifying, photographers
    13. SOUNDBITE: (English) Robert Mueller, FBI Director
"The need for change was apparent even before September 11. It has become even more urgent since then."
    14. Pull back of hearing
    15. SOUNDBITE: (English) Senator Patrick Leahy, Chairman Senate Judiciary Committee
"Director Mueller has confronted this bounding evidence and he has candidly admitted what we now all realise that today we can't say for sure whether the 9-11 attacks might have been stopped if all the dots had been connected and all the leads been followed and I commend the director for the candor of his recent statements."
    16. Wide view of hearing
    17. Side shot of hearing
    18. SOUNDBITE: (English) Senator Patrick Leahy, Chairman Senate Judiciary Committee
"The memo to do the inquiry on Phoenix, you got that in September, is that correct, September 29th?"
    19. SOUNDBITE: (English) Glenn Fine, Inspector General, Department of Justice
"I believe it was September 28th we received the Phoenix EC (memo) from the FBI."
    20. SOUNDBITE: (English) Senator Patrick Leahy, Chairman Senate Judiciary Committee
"And you gave it to the joint committee two weeks ago?"
    21. SOUNDBITE: (English) Glenn Fine, Inspector General, Department of Justice
"We gave the results of our preliminary inquiry, I think on May 22nd."
    22. SOUNDBITE: (English) Senator Patrick Leahy, Chairman Senate Judiciary Committee
    23. Wide shot hearing
