I disagree. His culture and nationality is Cuban. White is a race specifically based on how someone looks.
If he were walking down the street you may not know he’s Latin and most people would just assume he’s white. This means he’d be awarded the same privileges that any other white person is.
There’s a ton of cultural diversity within the white race (eg Russian vs. Irish), and this includes individuals of Latin background.
