The statement "DNA doesn't lie" refers to matches, not to ethnicity estimates, which by definition cannot be precise. Ethnicity is not the same as nationality. On 23andMe, you can change the confidence level from the default of 50% to, say, 95% and the estimates will change. Country borders are political not ethnic.
