Please read carefully. As it is clear from the title 'Railway service conduct rules, 1966' are conduct rules (आचरण नियम) while 'The railway servants (D & A) rules, 1968' discipline and appeal rules (अनुशासन एवं अपील नियम). Hence both are different.
