For some context, I recorded this about 2 weeks ago and couldnt upload it due to YT giving it limited ads again and again. After 4 re-edits it was still happened so I decided to appeal it just to see and THEN it got greenlit for uploading. So the system flagged it and then a human reviewer said it was actually fine. I dont get how any of this works anymore

There's already no point. CZcams Kids is already a thing. What they actually need is a way to better tailor ads to the content so the advertisers aren't scared away, because that's the real reason they throw age restrictions and demonetizing around. I bet plenty of advertisers wouldn't mind being on content that's for adult audiences, heck it's mostly gonna be adults that buy stuff. Adam and Eve (among others) frequently sponsor creators with more edgy content, I bet they'd happily buy ad time if they knew it was gonna be on the right videos. Instead they have to cut out the middle man, so CZcams is just passing on a cut.
