I personally feel that all women's Haircuts should be done on fully dry hair, instead of soaking wet hair. I also cut & style Women's Hair for a fun filled hobby, and have been doing this for more than 30 years, and I have done both wet, and dry cuts, and honestly, I have had much better success with doing dry cuts than I ever had doing wet cuts, because when doing dry cuts, I can actually see how the hair lays with each snip, and where it falls, and how it lays is much easier to do on dry hair. On wet hair, you have no way of knowing how accurate your cut really is until after you blow dry it, and try to style it, only to have to go back in with the Scissors, and do more cutting in the areas you missed the first time around. But with dry Cutting, there us no need to do any extra cutting, because it was done right the first time around.

Yes, I have done a complete Buzz cut to within a 1/4 inch from the scalp with just a Comb, and Scissors, no Clippers, so to answer your question, yes, a much much shorter haircut than shown in this video can be done with just a Comb & Scissors only.
