The restrictor isn’t always that easy to pull out. If you can’t pull it out with needle nose pliers as he did just screw a small self tapping screw in to the middle hole a few turns. Then it is much easier to get a good grip on the screw than the plastic restrictor. It can then be pulled out fairly easily with the improved grip.
