Hello all!
If you are getting the FRUSTRATING MESSAGE where Visual Studio stops install and refers to some missing .msi file which no longer exists on at your Package Cache directory, so that you have to hit cancel to get out of it, THIS IS THE FIX YOU ARE LOOKING FOR... GUARANTEED!!!
For me, I couldn't install the version of Visual Studio 2015++ that I needed in order for a particular game to work. EVERYTHING else installed fine... Directx, other versions of VS++ and I TRIED EVERYTHING to get it to work. From running SFC /SCANNOW, to CHKDSK /F/R, to uninstalling and reinstalling every version of Visual Studio, to AIO versions and so on.
You need to uninstall the offending remnants of whatever was left behind or missing, but how, RIGHT? This tool will, from Microsoft, ACTUALLY WORKS AND DOES THAT!
Go to this Microsoft link and download it: support.microsoft.com/en-us/help/17588/fix-problems-that-block-programs-from-being-installed-or-removed
.Then simply run it, choose 'UNINSTALL PROGRAM' from the list and find the offending program.
Mine was a remnant VS 2015++ 14.0.21223 or something. It found it in the registry, corrected it and then, I was able to run the actual X64 package I needed, the one that came with the game and which wouldn't run without it.

Thnx bro! uninstalling the partially installed versions worked. i did not req. windows update so not sure if that's necessary. just uninstall all prev. Microsoft Visual C++ Redistributables and install again. i have win 8.1 pro.

hi Minderleister, same error happend to me and I just turned off the windows updates. and after that windows did not go for updates and worked well. I think you should try also just turn off your windows updates and it will not go for searching updates.

My problem is that when I check for Windows update on my laptop, it searches - and searches - and searches for hours. Nothing else happens. No message just the bar keeps on rolling - so I am guessing that this glitch in 'updating' windows on the machine makes it impossible to install the Microsoft Visual C+++ ?? Help! Please...

I use Win7 Pro 64bit. I tried all methods shown on different videos - didn't help... BUT finally I deinstalled by Controll Panel/programs ALL previous Visual C ++ versions (seven or eight of them). Did a restart of system and then I succesfuly installed Visual C++ 2015
thanks for that. no error messages though. My laptop hasn't 'updated' windows since end of 2015 according to update history. Windows tech can't solve it but I suspect it may be since I 'tried' Windows 10 option but reverted back to 7 - quite legitimately. Think it may stopped. Just double click the installer file.. it will uninstall the right version if it is already installed..

It mainly depend on your internet bandwidth and when was the last update done. It takes even half day some times.

***** dude I previously had win8.1 and this issue really irritated me but now I installed a pirated windows 10 and I am not getting this error. Am glad that I installed C++ 2014 redistributable . It's a common problem in win8 or 8.1 so when installing windows 10 make sure u install the OS correctly otherwise u will get this problem again

It also depends on your internet speed, pc speed, how long your pc has been left without regular updates, any major releases by Microsoft since your last update. Good luck....👍

Keeps getting error. I risked problem and deleted microsoft C++ 2015 x64 and x86. Still can't install the new microsoft C++.
Just deleted the whole microsoft C++. 2003,2005,2008,2012 (why are there so many ?) Still can't install.
Seems like the problem is only solvable for windows purchased users ? Can't solve unless updated.

from your computer. Try reinstalling the program to fix this problem.
