I could be ignorant to american hood stuff but if they are actually saying they gonna retaliate with violence why can't the polic arrest these gangs?
What did he say? Hondo is the only one laying out a scenario. All the other said was he won’t be wrong, and he can’t look weak. That is not an admission of anything. If Hondo books him on that then he will be back out on the streets soon enough and not whatever dialogue they had will be completely over.

Same reason I can’t be arrested for saying I’m going to retaliate against you for doing something to me. Police can’t arrest you for thinking something they can only hope to catch you in the act or after the act has been committed.
