What worked for me is that i realized the printer IP address had changed from the one in the settings. The printer i have is a Xerox and it also displays the IP on the screen. Rhe address they had taped onto the printer was no longer the same so i had to go into the printer settings for that print, change the port IP address and apply OR select the correct port with the right IP (in this case I had to select the correct port with IP since it already existed) then it was right as rain
I've tried everything and it still doesn't work I even tried to install on another computer and it had the same issue, called HP they wouldn't help, model to outdated. It worked just fine all they wanted to do was sell me a new which I bought a EPSON... worst CS ever.
You need to run the CMD commands (net stop spooler and net start spooler) as an administrator. That means that you should open the CMD window as an administrator.

bruh this is the only method that worked for me, tried all those printer spooler etc but to no avail they didnt work.
