I'm replacing a rotted fascia board on an old garage. There is no shingle overhang or drip edge, so water just runs down the fascia board. I am afraid to lift up old nails as the roof shingles are old and crumbling, but still functional. Is it OK to install a drip edge without a shingle overhang beyond the fascia board? I guess I will use the PVC fascia board in case it continues to have water drip down it. I will also install gutters, which it does not have right now.
It is really important to have a drip edge extending from below the starter course and first/bottom shingle of the roof application, to the facia, to facilitate the transition of water from the roof to the gutter. You are correct that it might be difficult to get that piece of gutter apron installed, but an experienced roofer should be able to pull it off. Old or not, your roofing system needs that gutter apron installed. It not only prevents water from damaging your facia, but is also there to prevent the capillary effect which will have water drawn into your soffit system. What that means is that you are able to see where the water is damaging the outside of your facia board, but there is probably equal or more damage occurring on the inside of the soffit.

Gutter aprons attach to the plywood under the shingles, not the facia. Gutter aprons go over the facia to protect the facia.
