I think in an actual fight you have Movie Sonic who is faster. I say this because he is more consistent with his speed than regular Sonic. However Modern Sonic is not far behind him in speed. The reason Modern Sonic takes this is because he is far stronger and more durable than Movie Sonic. Since Movie Sonic struggles to hurt a normal man and Modern Sonic easily breaks through metal and eggman’s machines in just one hit. He is also able to overcome a blackholish thing in Sonic Colors, and Movie Sonic can’t even take a small bomb. Modern Sonic takes this. Plus he’s more skilled at fighting. Really Movie Sonic’s Head should’ve been blown off when Modern Sonic punched him.

Both of them have special abilities that the each other didn't have...
Modern Sonic: Boost, Homing Attack, Slide, Light Speed, Drop Dash, Power Ring.
Movie Sonic: Drop Dash, Intense Platforming, Tornado, Electricity Boost, Electricity Boom, Portal Ring.
Both did bring up a good fight and race, but both has speed difference. We can see in Sonic Colors that Modern Sonic almost outrun a black hole, which is faster than the speed of sound. According to the movie when Robotnik analyzed the quill, it says that the quill's power is unlimited. Which means that Movie Sonic has unlimited speed. He can run so fast that times slows down. Modern Sonic's power Ring ables him to get faster and stronger. But if Movie Sonic didn't have the electricity power, Modern Sonic would win. But if Modern Sonic didn't went to see Kintobor, Movie Sonic would win...Then again, Movie Sonic's portal Ring can go anywhere that the one that holds it think of the place. Which means that Movie Sonic could win the race.
Let's think of different wins...
If Movie Sonic throwed the ring in front of Modern Sonic, Modern Sonic will be somewhere else...Which that Movie Sonic would win.
If Movie Sonic throwed the ring in front of himself, he could go inside and go to the goal...BAM! He'll win.
If Modern Sonic used a Chaos Emerald to stop time or teleport, he could of win the race.
If Modern Sonic used all the Chaos Emeralds, he can transform into Super Sonic and be faster than Movie Sonic and win the race in no time.

XD ok admittedly up until the False Sonic (first Movie Design sonic) happened and they started fighting, i LOVE IT!!!!!! :D seriously, i love how you did that Blur part at the Beginning like they are getting Stretched out from there Speed, and i really love how you kinda made it Movie Sonic's Power can be Power upped to make him faster (possibly Movie Version of the Light Speed Attack) and how it's basically Powered Up Sonic VS Sonic Boost even the little touch of Modern Sonic Vs his Badniks and Movie Sonic VS Eggpods (it actually took a second time watching the movie for me to realise Jim Carrey's Robots are legit shaped like a egg so, Hents the name "Eggpods") but seriously this was amazing... XD also Find it funny how its BOOM Sonic that wins... think he kinda deserves a small beat down for that
