I still don't think he created an alternate timeline, because in the 40s he didn't make changes that would affect the fact that he'll time-travel back to the 40s in 2023. Furthermore, in the film we can see old Steve just sitting on the branch there, this proofs that Steve didn't use the time machine to come back from an alternate timeline.

The old Cap on the bench has to be from another timeline anyways because in order for Cap from the main timeline to be there he would have to have returned via the time machine, by living out his life back in time it would start a new timeline which he would be living in even to the point of modern day

No no no that’s the TVA’s designated timeline. Basically he’s saying a rogue timeline was created during Steve roger’s time travel (because especially with time traveling cataclysmic events are more likely to happen due to the volatile nature of time traveling) so Kang had to go ham on him.

TVA doesn't block time travel possibility, it is trying to prevent timeline instability, which happens not due to time travel, but due to changes in reality.

When you create a new timeline its not just one timeline, nows theres multiple universes where he goes back in time and one of them is from when kang killed him.
I had to look for someone to say this. Also I'm pretty sure the TVA stated that the Avengers were meant to travel through time so your theory would probably create a plot hole if this Kang interfere with the time flow.
