    We already have a vehicle standard for what is allowed to use our highways. It's called an MOT

    My partner and i really appreciated how clear this video is. We think just charging poorer people who can only afford cheap old cars during a cost of living crises is very authoritarian. Why not allow drivers to be able to direct that fee towards getting an upgrade? Maybe using a points system for each £12.50 you pay, it goes into a fund towards you getting an upgrade. That way, there is an end in sight for drivers who regularly travel to london, consequently over time the air will be cleaner. Otherwise its just another way to punish the poor for being poor.     I've decided that unless it's for medical reasons that the zone is a no go for me, even though my car complies. King Sadiq can keep his london and choke on it.

      So, you're not going to drive into London, because Sadiq Khan is the mayor. Why on earth not? Oh well, it's your choice I suppose ... I wonder how long you'll stick to it.

    this is insane, trucks bringing in produce will be slugged 100 pounds that is just going to bring more inflation for food and other goods

    REF; How Can the Authorities State a Individual Vehicle is NON-(CAZ / LEZ / ZEZ)-Complaint, just based on Age of the Vehicle or the Vehicles Number Plate Date of Registration?
    Legal Questions;
    How can the Mayor of London or Transport for London (TFL), or Transport Minister and Department of Transport (DoT), plus the Office Zero Emission Vehicles the (OZEV), DVLA and/or DVSA too
    Simple class a vehicle, as either Compliant for Clean Air Zone (CAZ), or Low Emission Zone (LEZ) and/or Zero Emission Zone (ZEZ)?
    Or NON-Compliant for Clean Air Zone (CAZ), or Low Emission Zone (LEZ) and/or Zero Emission Zone (ZEZ)?
    Just by the use of a general classification system, based only on vehicles age, or vehicles Number Plate Date of Registration.
    As some Vehicle owners use and keep “Cherish” and old vehicles Number Plate Date of Registration, plus transfer these Number Plates form vehicle to vehicle they own.
    Or owners of vehicles have had their vehicles upgraded, modified and improved, with regards their engine’s or propulsion system and exhaust systems, plus type of fuel their vehicle use too.
    So how can the authorities say a vehicle is Compliant or is NON-Compliant for Clean Air Zone (CAZ), or Low Emission Zone (LEZ) and/or Zero Emission Zone (ZEZ), just based on age of the vehicle or the vehicles Number Plate Date of Registration?
    Sure each vehicle would be required legally, to undergo some kind of individual approved vehicle emission testing, by approved vehicle test centre using approved test equipment and having approved inspectors too?
    With each vehicles engine’s or propulsion system and exhaust systems being tested, plus type of fuel their vehicle use’s equally being tested too?
    Just saying it is a petrol Car or Diesel van, of a set age, or with set vehicles Number Plate Date of Registration, therefore is NON-Compliant.
    Is a very large generalising is it not, which in a Court of Law is open to be challenged, yes or no?
    Also is not the “Legal Burden of Evidence or Proof”, on proving an individual vehicle is NON-(CAZ / LEZ / ZEZ)-Complaint, before making a “ULEZ” Daily Charge or issuing a “ULEZ” Fine for not paying the “ULEZ” Daily Charge too?
    Is on the likes of the Mayor of London or Transport for London (TFL), especially in a Court of Law, yes or no?
    Or “Legal Burden of Evidence or Proof”, would be on the likes of the Transport Ministers and Department of Transport (DoT), plus the Office Zero Emission Vehicles the (OZEV), DVLA and/or DVSA.
    They have rightfully classified an individual vehicle, as NON-(CAZ / LEZ / ZEZ)-Complaint, yes or no?
    Also the only way to do this is by testing every vehicle, by putting them through an approved vehicle emission testing, by approved vehicle test centre using approved test equipment and having approved inspectors too?
    Which would cost either the Mayor of London Sadiq Khan and Transport for London (TFL), a great deal of money to have every or millions of private, commercial or public service vehicle registered in London all tested?
    Then what about every or millions again of private, commercial or public service vehicle registered outside London requiring to be tested, because they may come into this new “ULEZ” and Congestion Charging Zone expanded out to the M25 Motorway basically too?
    Or would cost the likes of Transport Ministers and Department of Transport (DoT), plus the Office Zero Emission Vehicles the (OZEV), DVLA and/or DVSA.
    To have tens of millions again of private, commercial or public service vehicle registered across the United Kingdom requiring to be tested as well?
    Even if this was carried out as part of the Annual MOT Certificate being issued, for all vehicles over three years of age.
    Then there is the issue that some Vintage and Classic (petrol and diesel fuelled) Vehicles based on their age, are exempt from this new “ULEZ” and Congestion Charging Zone expanded out to the M25 Motorway too?
    However, other Petrol and Diesel Vehicles, because of their own age, are classed as NON-(CAZ / LEZ / ZEZ)-Complaint, is this not a double legal standard.
    Some Petrol and Diesel vehicles can cause so called Air Pollution, plus have to pay no new “ULEZ” and Congestion Charging Zone Daily Charges Fees, while other Petrol and Diesel vehicles are made to pay these new “ULEZ” and Congestion Charging Zone Daily Charges Fees!
    Is this not grounds for a Legal Challenge in Court, against Mayor of London Sadiq Khan and Transport for London (TFL), or against Transport Ministers and Department of Transport (DoT), plus the Office Zero Emission Vehicles the (OZEV), DVLA and/or DVSA too?

    It's not the age of the vehicle that determines compliance but the standard to which it was manufactured.
    Almost all cars manufactured after 2005 met the then-defined Euro 4 emissions standard, though some vehicles met it as early as 2001. All new models of vehicles have to be certified before going in sale, so this information was captured when the vehicle was new.
    Every car on the road must be correctly registered with the DVLA. I.e. the registration plate must match with the vehicle and owner it is attached to.
    If an initially non-compliant vehicle is retrofitted with a compliant exhaust system, that change can be registered with the DVLA. A very expensive thing to do however, compared to the resale value of a 15 year old car - there cannot be many that have been done.
    Vehicle owners can easily check their vehicle's compliance online, and if they disagree they can challenge the classification. However, the assessment is based upon the manufacturing or retrofit standard, rather than an actual measured test of particulate emissions for a given vehicle. It's a fair assumption to make, compared to the likely cost of having to periodically test all vehicles as they age, and it establishes a clear and well-defined legal standard.

    I have a 41 year old Bedford Motorhome, it is classed Historic/Classic. On the TfL site It says I have to pay ULEZ charge of £12:50 going to Heathrow from Birmingham. Is this correct as the government site says no charge. Could you please help. Thanks Theo

      I would get in contact with TfL. There are a few examples of cars being misaligned. If you explain the situation to them they usually update their systems with no fuss.

    Ah yes my 1998 e350 that's just under 7,000lbs (6,960 ish) thank God I won't have to pay $100 a day wtffffff!!!!!!
