This is likely Chinese construction. Note too that the block wall he removes has steel rebar, but it isn't infilled with concrete making the rebar useless. The construction is sh!t. And hacking up concrete walls and floors without any understanding of load bearing walls and such is a recipe for disaster. No wonder these buildings just fall down sometimes.
